EPIC submitted a statement to the House Energy and Commerce Committee, following a hearing on "Do Not Track Legislation: Is Now the Right Time?" Congress is considering proposals that would enable users to opt-out of third-party web tracking, including behavioral advertising. EPIC recommended that Congress review the lessons learned from the history of the Do Not Call List and the Telephone Consumer Protection Act. EPIC said that an effective Do Not Track initiative must ensure that a consumer’s decision to opt-out is "enforceable, persistent, transparent, and simple."
