“Because Signal is not approved for use on government devices, this implies that either participants in this chat were discussing classified information on their personal devices (which could mean they were doing so in public places on public cell networks) or they downloaded an unapproved application on government devices,” Schroeder explains. “Either scenario is grossly irresponsible and a serious breach of security.”
