FCC Tightens Rules for Robocall Mitigation Database Filings, After Threatening Mass Enforcement for Pervasive Non-Compliance

On January 8, the FCC released its Report and Order updating requirements for its Robocall Mitigation Database (RMD). The RMD is a repository of carrier commitments to identifying and reducing the volume of illegal robocalls transmitted to consumers through the American phone system. Carriers are not permitted to accept call traffic from providers who are not listed in the RMD, so suspending a provider from the RMD is tantamount to ejecting their voice service business from the United States. This repository has been plagued by egregiously deficient filings; EPIC, along with its partners, has been urging the FCC to take action against deficient filings in the RMD as a method for reducing the volume of illegal robocalls for years. This Order comes on the heels of a first-of-its-kind enforcement sweep by the FCC.
