As part of the Signals Inform Report the DNI released NSA reports dated April 16, 2014 on procedures related to 702 collections, but the report provided limited information regarding the minimization procedures related to 702 collections of US person communications. The report only indicates that there several instances where US person communications will be purged, which include when an analyst confirms the communication is not relevant to the authorized purpose of the acquisiton or includes evidence of a crime. The report does not address whether information can be used against a US person in a proceeding (although it does allow dissemination if a crime is detected), and it does not address limitation on searching of content. Notably the report appears to provide information on what the NSA already does regarding such collections, but does indicate that any changes to procedures are being made.
