Recommendation #13

The President did address many of the points in the recommendation in his speech on signals intelligence reform. Including: 1. affirmation that the programs are legal; 2.that signals intelligence is only for national security purposes; 3. is not used to provide a competitive advantage to U.S. companies; 4. is not intended to supress based on race, religion or sexual orientation. The NSA's Implementation of Foreign Intelligence Surveillance Act Section 702 report does provide specific affirmations that 702 collections must be directed only towards non-US persons outside the US and it does discuss oversight of the ODNI and DOJ.


The NSA report fails to address not targeting based on political/religious views and does not make the broad affirmations that 702 collection must be authorized by all laws and executive orders.
