Basis:
The USA Freedom Act of 2015 requires an amicus curiae in cases before the FISC that involve a novel or significant interpretation of the law. This includes appointing technical experts. The Act also requires the declassification and public release of FISC decisions, orders, or opinions that contain a novel or significant interpretation of the law.

BUT:

The FISC judges are still solely chosen by the Chief Justice of the Supreme Court.
