YouMail Observes Dramatic Rise in Harmful Robocalls in February 2025

March 13, 2025

An unprecedented surge of robocalls targeting low income individuals in economic distress touched off on January 27, 2025—the first business day after an 11th Circuit panel vacated the FCC’s one-to-one consent rule—according to a preliminary analysis shared by Mike Rudolph, Chief Technology Officer at YouMail.

While a moderate surge in robocalls targeting low income individuals in economic distress (based on terms such as “hardship”, “debt”, and easy “cash” or “loan” offers) began after the November election, YouMail’s Rudolph reported that this trend dramatically escalated in January and February. The monthly count of these calls surged from 296 million in December to more than 440 million in January and approximately 477 million in February. “Estimated volumes of these calls are expected to exceed half a billion per month if they continue their week-over-week increases,” Rudolph explained.

In a separate analysis, Rudolph noted a significant ramping up of use of AI and large language models in robocall campaigns.

EPIC routinely participates in regulatory and legislative processes concerning robocalls and files amicus briefs in robocall cases.
