Enid Zhou

EPIC Senior Counsel

Enid Zhou is Senior Counsel at EPIC and oversees EPIC’s Open Government Project. Her work focuses on a broad range of issues including open government, AI and the ways automated decision-making systems impact marginalized communities, consumer privacy, and data protection. Enid litigates open government and civil cases in federal district court, advocates for open government policy reform, and collaborates on EPIC’s amicus submissions on open government and privacy issues. Enid notably co-authored Screened & Scored in D.C., a first of its kind investigative research report on the D.C. governments use of automated decision-making systems. While in law school, she worked with the United Nations Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression on digital rights, access to information in intergovernmental organizations, as well as freedom of expression in the information and communication technology sector. She is a graduate of UC Irvine School of Law, where she was a Production Editor for the UC Irvine Law Review. Enid is a member of the California and D.C. Bars.
