Consumer Groups File Comments in Support of Robocall Mitigation Rule
September 10, 2026
On September 8, EPIC joined the National Consumer Law Center and other consumer rights organizations in comments supporting the Federal Communications Commission (FCC)’s proposal to strengthen rules aimed at addressing the scourge of unlawful robocalls.
The rulemaking was initiated by the FCC to establish new accountability standards for providers involved in the origination and routing of calls. Specifically, the Commission is proposing to strengthen “Know-Your-Upstream-Provider (KYUP)” requirements and attestation levels to ensure that these providers are adequately vetting those entities originating calls and to support efforts to block or label unwanted calls.
The groups emphasized in their comments that “[a] more prescriptive regulatory approach that requires basic procedures for vetting upstream providers and eliminates legal loopholes and uncertainty is much-needed, and we are pleased to support the Commission’s effort.”
The comments were filed in response to the FCC’s May 21 Notice of Proposed Rulemaking. EPIC joined the National Consumer Law Center, Consumer Action, and the National Consumers League in supporting the FCC’s proposal.
EPIC has long fought to stop illegal robocalls by advocating for strong laws and regulations and supporting consumers in lawsuits against robocallers.
