Caitriona Fitzgerald

Deputy Director and Policy Director

Caitriona Fitzgerald is Deputy Director and Policy Director at the Electronic Privacy Information Center (EPIC), a non-profit research and advocacy center dedicated to securing the fundamental right to privacy in the digital age for all people. She is a leading advocate for privacy, algorithmic fairness, and platform accountability. 

Caitriona leads the development of EPIC’s policy agenda. She provides expertise to policymakers at both the state and federal level to advance strong privacy, platform governance, and AI oversight laws. Caitriona has testified before Congress and dozens of state legislatures. 

Caitriona began her career as a staffer in the Massachusetts Legislature, most recently serving as Chief of Staff to Massachusetts State Senator Barry Finegold, where she focused on election law reforms. She also served as Legal Counsel to the Joint Committee on Telecommunications, Utilities and Energy. She joined EPIC full-time in 2015 after first serving as a EPIC Law Clerk in 2007.

Caitriona was selected as a 2023 Harvard Law School Wasserstein Fellow, a program which recognizes exemplary lawyers who have distinguished themselves in public interest work and who can advise students who are considering similar career paths. She was recently awarded the 2024 Information Policy Award by Public Knowledge. Caitriona has been interviewed on shows such as PBS Newshour and Marketplace and has been quoted in numerous publications including the New York Times, Washington Post, POLITICO, NBC News, and Associated Press. She is a member of the Council on Responsible Social Media.

Caitriona holds a J.D. from Northeastern University School of Law and a B.A. in Computer Science from the State University of New York at Geneseo. She is proud to be a first-generation college graduate. She is a member of the Massachusetts and First Circuit bars.
