Updated EPIC Resources Highlight Data Broker Harms to Different Communities
December 4, 2025
Today, EPIC published updates to a series of one-pagers highlighting how data brokers harm national security, domestic violence survivors, immigrants, and public officials. EPIC partnered with Just Futures Law to publish “How Data Brokers Harm Immigrants” and with the National Network to End Domestic Violence to publish “Data Broker Harms: Domestic Violence Survivors.” Data brokers enable and exacerbate serious harm when they offer sensitive personal information for sale to anyone wishing to purchase it. The information being sold can be used to perpetuate discrimination, target individuals for fraud, threaten national security, and even to target people for physical violence. The updated one-pagers dive deeper into how data brokers supercharge harm to specific communities.
The one-pagers were originally published when the Consumer Financial Protection Bureau (CFPB) was considering a proposed rule that would have limited the ways in which data brokers collect and share personal data. The CFPB withdrew those proposed rules in May 2025. The updated one-pagers include new examples and resources, as well as calling on policymakers at the federal and state level to strengthen laws and rules to limit data brokers’ ability to collect, share, and sell personal data.
