EPIC Supports Delaware Bill to Expand State’s Privacy Law

June 12, 2026

EPIC Counsel Kara Williams testified on Wednesday before the Delaware Senate Banking, Business, Insurance & Technology Committee in support of a bill that would give Delawareans additional privacy protections.

The bill, H.B. 380, would amend the Delaware Personal Data Privacy Act (DPDPA) in several significant ways, including:

  • lowering the applicability threshold to expand the law’s coverage;
  • narrowing an overbroad exemption for financial institutions;
  • adding enhanced protections for sensitive data;
  • giving consumers additional rights if entities use their personal data to profile them as part of a consequential decision; and more.

EPIC and Consumer Reports submitted joint written testimony and supported this bill in the House as well.

The Senate Committee voted to advance the bill, which now moves on to the full Senate for consideration. EPIC urges the Senate to pass this important legislation.
