EPIC Testifies in Support of Maryland AI Bill

EPIC Law Fellow Kara Williams testified in the House Economic Matters Committee in support of Maryland H.B. 1331, a bill regulating the development and use of high-risk AI in consequential decisions.

This bill would place important transparency requirements on developers and deployers of high-risk AI systems that are used in consequential decision contexts, such as employment, housing, and health care. It would also provide Maryland residents with certain rights if they are subject to a decision made using AI.

EPIC recommended several amendments to strengthen the bill, including tightening several definitions, providing consumers with the right to be given a post-decision explanation, and adding a private right of action for harmed Marylanders.

This bill is similar to S.B. 936, which EPIC also testified in support of last week.

EPIC has worked with state legislators across the country on similar AI bills and is eager to continue this advocacy.
